kmp.json doesn't contain keyboards

There's a few causes of this in the Sentry crashes

Per @mcdurdin,

in those cases we should be telling the user that the package is not Android-compat, and not logging an error on our end.

Specifically if the package has a kmp.inf but no kmp.json, then it's probably a legacy package that doesn't support Android.
