chore(common): remove legacy build steps from build configurations #11382

After 17.0-stable release, remove anything relating to 16.0 or earlier from our build configurations.

At the same time, it might be worthwhile to try and capture notes on how we can move more of the scripts out of TC and into the repo, e.g. which scripts are still PowerShell, etc.

From skimming a few of the build steps, the ones using PowerShell seem to involve:

syncing to downloads.keyman.com
uploading HISTORY.md to downloads.keyman.com
generating .download_info files (can we refactor /mac/Keyman4MacIM/write-download-info.sh for general usage?)
