Follows #11393 to match the Gradle version with the plugin.

Trying to troubleshoot why 18.0.34 master build failed.

I'm not sure - maybe Gradle hung for some reason trying to clean the build/tmp folder for oem/fv/android.

./build.sh build --ci

worked on my local environment.
