bug(mac): physical modifier key state not reflected consistently in OSK #12582

Describe the bug

When pressing and holding the option and shift keys on the Mac physical keyboard, the Keyman OSK shows either the alt or shift layer (depending on the order the keys were pressed) but not the alt-shift layer.
