Started failing on 5 November 2024
Failing on all Windows agents
Linux agents build fine

Curious that we have 875 passing tests on Linux but when tests were passing on Windows, we had around 1400 tests passing -- number is not constant which is another concern

I have temporarily taken Windows agents out of the pool for Web-Test by adding Agent Requirement "env.windir == does not exist". Once this is addressed, we should remove this requirement.
