[Windows] Disable Alt+Left Shift and Ctrl+Left Shift options for hotkeys where target doesn't support it #2965

Describe the bug The Alt+Left Shift and Ctrl+Left Shift options in hotkey configuration only work with the language switcher, so only enable them for that hotkey target.

Keyman Desktop:

OS: any
Keyman version: 14.0 and earlier versions

Note: we should really have a separate, simpler dialog for hotkey contexts other than the language switcher, given it is the only one that supports those specific options. Suggest just the hotkey textbox, and a 'Clear Hotkey' button or something like that.
