bug(windows): the welcome page goes out of focus after the installation completes on VM #4446

Describe the bug

Install Cameroon QWERTY keyboard on the latest beta version of Keyman, and see that the welcome page goes out of the focus unless click on the Keyman gear icon on the taskbar.

Expected behavior

The welcome page should be in focus for the user to see after the installation is done.

This only happens when installed from "Download keyboard..." under Keyman Configuration.

The welcome page does appear in focus when installed from "Install keyboard..." under Keyman Configuration. Tested using the downloaded package of "Swampy Cree (Tataskweyak)": image

The same behavior is experienced in 32-bit OS.

I'm not experiencing this at all on any of my machines (or #4657). We might need to dig deeper. How slow is your machine that you are doing testing on? How long does the install take?

Cannot really tell, but testable so far. Here are the specs. I might have to increase the local disk space.

I've tested on main machine and 10 out of 10 this didn't happen, but in my virtual machine this happen all the time when installing sil_madi - kmp.zip from the "Install keyboard...".

The only two things that are different between the two Windows are
