PLATFORM: Prompt user to create new secret if the no secret is present

Description

Prompt the user to create a new secret if the server says that there are no secret in the current project. This is an aesthetic feature for the user so that it is easier to create a new secret if none is there.

Scope of work

Check if the response from the server is an empty array or not, if it is then rendered the component that will prompt the user.
This component will have the following message written “Looks like there are no secret in this current project” then below this the Add new secret button will be there.

This issue is dependent on issue #321 and PR #313, you must start working on this issue if the mentioned is merged.
