Merge GitHub workflows for CI #9033

While working on https://github.com/keystonejs/keystone/pull/9032, it became apparent that the CI is now spending majority of it's time running pnpm install or postinstall scripts.

~This pull request attempts to optimise that by changing the matrix functionality in the GitHub actions.~ Unfortunately, this pull request failed to optimise that, so for now it is only tidying up this code.
