Document --resub flag #37

The should be some kind of documentation on how to use the options --select-ta and --select-section.

A small usage example in the README would be fine for starters.

--select-ta and --select-section are documented now, along with --write-local for upload.py and the three optional fields in template files.

The resubmission flag is still not documented. I'm not sure if this issue should be closed and a new one created, or if the issue can be edited to be more clear on what is still undocumented.
