Welcome Wizard Needs Refinement

We want the welcome wizard use fewer pop-up windows and use native QT implementation.

To Reproduce

  1. Open using Start > Kubuntu Focus Tools > Welcome Wizard
  2. Proceed through the steps
  3. Notice how windows pop up, disappear, overlap, and move during the process.

Expected Behavior Minimize pop-up windows. Keep the main body always resident and do not shift size. Use native KDE QT styling and widgets.

Desktop Kubuntu 22.04 LTS with Plasma 5.24.7.

This has been completed with @ArrayBolt3, jm, dm, and other contributors. Ticket 3613. Released 2023-08-31.
