Allow control over file properties on extraction #44

What steps will reproduce the problem?
1. Create an archive, include file properites (esp. EAs such as resource forks 
on Mac OS X HFS(+))
2. Extract archives, desiring to not have said resource forks
3. There is no step 3

What is the expected output? What do you see instead?
Resource forks are extracted, want to be able to extract files without the 
resource forks

What version of the product are you using? On what operating system?

Please provide any additional information below.
--prop-include and --prop-exclude are the flags for archival, can they be used 
for extraction as 
well?
