Added github action workflow for bumping the package version.

I hope to require the version number and whether or not it's a beta release. When the action runs, it should

• Checkout Latest main branch and run ci setup
• Cut a new branch
• Apply the specified version via npm version, as well as the optional beta tag
• Push branch upstream
• Create a pull request
