Disable provision to change start of protocol date once it passes in Admin Settings #72

After using this I am wondering if this is wise. There is no way to change it at all? I wonder if some situation will come up where they want to "reset". Perhaps we should allow it with an "are you really sure"? If they do we should copy our local storage to a backup and reset the state of the app.
