Empty STIC on provisioning #83

After just provisioning my phone with the latest app, and setting the start date to today, and enabling both lists in STIC - I tap STIC from the landing page and I get an empty screen (has the header and teh Back button but no content in the middle).

This is a reference to issue_71 which was closed prematurely...

The only workaround right now is to select something different than is pre-populated in ADMIN for STIC then close the ADMIN, reopen ADMIN, then change the STIC again to the proper value. For some reason the list doesn't get updated sometimes.
