Dump handler doesn't do FZDebug #164

CDN Beta server runs the FZDebug flavor and the dump checker handler code is only setup to use FZRetail flavor. Add a checkbox to the HTML form to "Force Latest FZDebug Symbols" - also send this form-data via. the dump thread ifor the FZDebug objects themselves see doDump() and CDN:WWW/CoreChecker/nph-Dump.cgi

Added ASGS_ON reg entry with similar functionality as lobby for AllSrv, keeps default the same, so to turn it off you ened to have ASGS_ON set to 0.

also fixed _DEBUG to DEBUG for ticket #164
