Fix #385 #386

Reverted the changes made in #311 to avoid publishing invalid fieldsets.

@kjac do you foresee anyone having this creating a breaking change for them?

@kgiszewski not in a strictly functional sense, no.

Not being able to save invalid fieldsets will undoubtedly have an impact on some editors, but as stated in the issue, I'd rather ensure valid data in the published fieldsets than support a "save as draft" function.

@kjac I'll need to find a tiny bit of time to create a new build and test it out on a local build.
