Require that a target name is needed when uploading targets #12

When uploading targets, require that the target name be filled out. This is easy to skip; I almost always do it the first time.

The field to assert is filled out: screen shot 2015-10-16 at 4 45 41 pm

If it's not filled out, this error pops up: screen shot 2015-10-16 at 4 46 11 pm
