Bzlmod support #22

Hi @kgreenek, any plans on adding Bzlmod support to rules_pcl (and adding it to the BCR)?

I do plan on doing this. Bzlmod hasn't made its way up my personal priority queue, but it will have to soon. Bazel 7 is coming...
