Disable automatic deployment with GitHub pages and use GitHub Actions workflow with manual trigger

This will help to set the following rules for the release procedure:

• The files in the main branch are not necessarily the same as the latest version. Main branch may include new updates that are not significant to create a new release yet.
• The repo will not automatically be released on our website with every change to the main.
• Once a new release is created, main (the new version) including readme.md, owl file, documentation and context file will be manually deployed on https://kgrid.org/koio/ using GitHub actions workflow.

Automatic deployment with GitHub pages disabled. Instead GitHub Actions workflow is set up that could be triggered manually from Actions -> Manual GirHub Pages Deployment -> Run Workflow -> Run Workflow
