Experiment step - drag and drop #165

If I remember correctly it was possible to drag and drop in experiment steps when you set up an experiment. This, at least for me is not possible, anymore.

I think I disabled the dragging when the "randomize image sets in between instructions" feature was added. The added complexity caused some problems for the dragging. I forgot all about it. I'll add this back.
