1088> internal cross references in EPUB would be very useful.

I discovered this when converting an HTML document which had footnotes in it 
using standard HTML anchors to EPUB.

I think the desired behaviour would be to optionally remove external links when 
producing EPUB (they could still be useful) and keep internal ones.
