can making call on the android virtual device?

What steps will reproduce the problem?

What is the expected output? What do you see instead?
two avd can make a video or voice call. when I try to make a call on the avd 
device ,it tells call terminated.

What version of the product are you using? On what operating system?
using version 4.0.and on the windows7 system.

Please provide any additional information below.

i want to know if the android virtual device can support a real phone call .
