Make cache directory creation more robust #17

If the $TEXMFVAR does not exist, we should try to create it first, before creating a cache dir in the current directory, if both failed just issue a warning instead of exiting.

If the top directories do not exist (in case we were run the first to be run after fresh texlive install) try to make them first.
