"Application configuration incorrect" error message #49

What steps will reproduce the problem?
1. Download software
2. Double click
3. Error message

What is the expected output? What do you see instead?
I am expecting it to run.  Instead I get this message:

"This application has failed to start because the application configuration
is incorrect.  Reinstalling the application may fix this problem."

What version of the product are you using? On what operating system?
1.0.1 Windows XP

Please provide any additional information below.
