update framework version to netcoreapp3.1 #39

The framework versions have not had an update in a while. It would be great to be able to use this package in a netcore 3.1 app.

@doron-nathan-epstein sorry about that. I guess the NuGet API key expired, so I had to update it. There should be a 2.4.1 release now. Check it out.
