Anti /fpslimit abuse #4

Not fully planned on how to do it yet, but with the advantages of SetPlayerFPSLimit and GetPlayerFPSLimit I think it's possible to make a good anti /fpslimit cmd abuse*.

Players can get good FPS, however they choose to limit their FPS to 35 or something low to make themselves hard to be hit.
