Our First ReadTheDocs Documentation #1

I've used Sphinx to build our first documentation of SPO. It is a rough draft that still needs to be polished with details. However, I cannot add RTD webhook, because I am unable to use Setting. @lyeskhalil You could take a look and let me know if everything works well on GitHub.

Now the repo is not public. I will set a webhook when the package release.
