BIDS top-level files and metadata updates #24

This is the final step towards bids-compliance, adding the required top-level files and updating the metadata.

Closes #19 (adds fields to metadata json, and renames it) Closes #21 (adding readme) Closes #20 (adding samples.tsv, samples.json)
