Enable `part` wildcard / filter #73

The problem

Due to the way pybids currently works, we cannot both simultaneously have part as a wildcard and filter without the workflow erroring out.

Creating this issue as a reminder to enable this when fix has been released.

Should be possible with snakebids==0.9.0
