For added security, the admin channel should probably have a password.

I've come to a new understanding of the @@ commands intentions: to allow anyone to message the mods to report problems, not for mod chatter. That said, I've written up a mod chatter plugin to facilitate mod specific chatter. Since it is a / command, it comes with the added benefit that it skips IRC output.
So now only one issue needs to be fixed.
The most recent commit has added the ability for planet side chat to be hidden from irc.
Currently, if we use admin chat (@@) or planet-only chat, the text is still posted to IRC. This needs to be fixed.
One thing I think would be useful is to push an admin-only IRC channel, where both standard IRC admin chatter can go, as well as the @@ chatter as well.
There is also the option of setting up a social-spy channel if we deem it necessary.
