Add privileged chatter commands #28

Includes /modchat (/m) for chat between moderators and /report for reporting issues to moderators. Closes #11.

All in all, this looks good. I'd say the only thing I'd change (as commented above) is the line color for mod chatter. Other than that, I'm happy to roll it in.
