Read up a little on the rules and there was a situation mentioned that could provide some clarity: It turns out that multiple fleets can be assigned to convoy a single army, as a hedge against attacking forces cutting the convoy chain. This means that the army doesn't have to be automatically dumped into the first convoy, and likely also why the army just specifies the destination. I do like the fact that the convoying fleets have to perform a "handoff" (convoying fleet #1 has to hand the army off to fleet #2), which is what your model implies.

Ademir, I think you can achieve a very similar result by having one of the two convoys support the other, this helps protect it against attacks that are trying to disrupt the convoy. It might not be exactly the same in all scenarios, but still very similar.
