suspend user block collection

• Allows user to suspend, until resumed, processing of incoming twitter responses into Queue items.
• Add new option and selection within extension UI.
• Remove use of optional param on StorageArea api calls
  • Recent chrome versions also return promise, firefox doesn't officially support it.
• Fetch options from storage before handling responses, instead of attempting to access out of context var, to ensure consistency of values seen.
  • The options var should be excised entirely, but out of scope for work, done minimal required for this to work correctly.
• Manually tested with FF122.0.2 / GoogleChrome 133.0.5672.64 on Win11_x64

you're probably right in that the options global should probably just be removed. it's how I wrote it originally and it's just stuck around. I don't see anything that needs changing here, good work.
