getClassLoader() returns null on Google App Engine #6

What steps will reproduce the problem?
1. OpenIdManager manager = new OpenIdManager();

   in remoteServiceImpl on google app engine.

ShortName calls getClass.getClassLoader("properties...)

getClassLoader() returns null. It is supposed to
