Constraint of cross track entry angle not working

What steps will reproduce the problem?
1.  Fly with crosstrack gain

What is the expected output? What do you see instead?
difference between target_bearing and nav_bearing should be constrained to 
crosstrack entry angle.  It is not.

What version of the product are you using? On what operating system?
beta 1.0

Please provide any additional information below.
Another issue to investigate is that the cross-track error looks very "noisy".
