Fixed altitud flight mode #228

When this flight mode is activate, APM would maintain the aircraft altitude and 
the pilot could point the aircraft in any direction.

Sounds like a reasonable idea -- this would be useful for things like easily 
taking aerial pictures.

We have added a alt floor in FBW and a 3D geofencing option.
