69c8f45830f02c4d7b19865a57779e17b85b8f74: Use scopes to represent whether the user is subscribed. If billing is turned off, by default all users are subscribed.

771f9bcfa1844827bb23b99be9f9bf6bf3e98d35: If the user's subscription state was created over 7 days ago, consider their state expired. Eventually, we should assign their trial validity dynamically based on how they signed up.
