Migrate to using docusaurus, rather than docsify for documentation #603

Incoming

Move away from using https://github.com/docsifyjs/docsify and instead use https://github.com/facebook/docusaurus. This will also be the future home of any Khoj blog posts we write.
Migrate all documentation more/less as-is into the new website
Add a GitHub action to build the website and serve the static pages at our given URL
