Some suggeted changes for dist.ini and throughout #97

See also #96 These changes automate a bunch of boilerplate stuff including VERSION insertion, but also pod sections for LICENSE, AUTHOR, NAME etc I have also added a lot of boilerplate testing which is nice to have.

The linkcheck and no404s both currently fail, so i have added them commented out as a suggestion
