Installation process in ubuntu #1

Hi,

Currently this project is only work for local parliamentary of Tainan, Taiwan. -> http://k.olc.tw/tncc/

The installation process is the same as https://github.com/kiang/elections .

Let me know if you need English one.

Some guys in Taiwan is also trying to use sayit. This project is not willing to rebuild the wheel.

Currently this project only provides features like linking between motions and parliamentarians. As there's no standard formats for those data, I think it's not useful for using in other countries.
