Zoom out: not intuative #113

Having to draw a new rectangle while holding down the shift key to zoom out 
doesn't make sense: I've never seen this convention.  Normally a single click 
to zoom out is used.  The shift-key modifier to zoom out is fine, but only a 
single click should be required.  It's probably fine to keep the existing 
behavior for zooming out, but the ability to single click and have this needs 
to be added.

Fixed in GeoDa 1.5.30, SVN revision 3135

User can now zoom out using a single click while holding down shift or control 
(Windows) / command (Mac).
