Conditional Map: refresh problems when scrolling while zoomed in #122

Due to the update to wxWidgets 3.0, there are refresh problems in Conditional 
Map view when trying to scroll.  This was noticed in particular in GeoDa 1.5.29 
for Mac.

Fixed in GeoDa 1.5.30

Zoom in conditional view maps is a very complicated feature and is currently 
different than the general zoom solution used for the other views.  The 
solution for 1.6 is to remove the zoom/pan feature from conditional view maps.
