Windows Examples location #126

GeoDa currently installs the Windows Examples files in the "Program Files" 
folder along with GeoDa.  This is not a good location since this will be 
read-only for many users.  Instead, do the following:

1) Install Examples in the default Windows Documents folder for the user
2) Don't remove the Examples folder on uninstall since the user might have 
modified the files
3) Possibly make the installation of Examples optional
4) Overwrite the users Examples folder on re-install

Fully implemented in revision 3159.  Will appear in GeoDa 1.5.30
