Verify KMB-21 Lipo charging circuit #4

@pmathikshara and and I worked on KMB-21A and demonstrated there is an additional resistor divider needed to set the proper float voltage for the charging IC.

[x] need to make board modifications and then test charging the 2s2p packs

Board mods are (mostly) done. The resistor diviers needed to set the charging voltage need to have quite a tight tolerance. I've ordered the resistors.

This will be on hold until the resistors arrive.
