Import scanner module #19

This is first commit for scanner module, resources and plugin.

  1. There is scanner module.

  2. Xing library plugin

  3. QR code could be read.

  4. Yet tested with main rendering module.

Closing this, as this was never meant to be a real PR, only an example for clarifying the workflow.
