🚀 OpenPedcan v12 Release

Description

This PR reflects the completed work that was needed to update/load OpenPedCan v12.

Ignore:

• COLLABORATIONS/openPBTA/README.md: Was just excised from main readme, no changes
• README.md: Just had OpenX info excised to their oen READMEs
• COLLABORATIONS/openTARGETS/pedcbio_sample_name_col.R: Ported over from an already-approved PR
• scripts/rna_convert_fusion.py: Deprecated, so deleted

  Review:

• COLLABORATIONS/openTARGETS/README.md: Excised, but modified since last load
• COLLABORATIONS/openTARGETS/add_dgd_maf_to_openpedcan.py: Lightly, as it ended up not being needed due to data input issues
• COLLABORATIONS/openTARGETS/case_list_from_datasheet.py: Removed unused packages
• COLLABORATIONS/openTARGETS/cnv_to_tables.py: Bug fix
• COLLABORATIONS/openTARGETS/dl_list.txt: Resource file
• COLLABORATIONS/openTARGETS/example_run.sh: Resource file, can be used as a guide
• COLLABORATIONS/openTARGETS/maf_openpedcan_v12_header.txt: Resource file not used because of DGD issue
• COLLABORATIONS/openTARGETS/rename_filter_maf.py: Refactor to make variant filter reusable
• scripts/convert_fusion_as_sv.py: Bug fix in desired output format and DGD entry - actually was used Fixes # (issue)
