🔧 Fix Missing Field

Description

• OpenPedcan v15 was missing a field. Inputs were added to update that
• Added a utility script to strip manifests of certain rows by value
• Updated timeline/treatment configs to prep for adding treatment data to prod in next update

Also forgot to mention, added a script to pull patient IDs from a cBio study using a token and study ID. Might be used by St Justine's for their portal links
