🚀 add pbta pnoc BIXU-3723

Description

The PNOC study hasn't been updated since we changed how we load studies. This adds a config file as models have been built in dbt for pbta_pnoc

• Created config file
• Deleted a deprecated study
• Updated reference to a table that has since been renamed
