Description

Adds a github action that will keep the pull request template in sync with a template repo.

Part of https://github.com/d3b-center/bixu-tracker/issues/727

How Has This Been Tested?

This has been tested in the alignment workflow repo and works fine: https://github.com/kids-first/kf-alignment-workflow/pull/112
